I-751 and n400 combo interview
The chances are that the interviewing officer didn't have I-751 portion of your file at N-400 interview (hence, "no" combo) or he/she doesn't have the experience/authorization for I-751. Your N-400 case would go to the back-burner until someone else (probably Service Center as no interview needed for a joint case) makes the decision on I-751 ...You can submit the N-400 (naturalization) while your I-751 is pending and combine the two interviews with USCIS into one. If your interviews are merged, you won’t receive a 10-year green card. You will instead be issued your naturalization certificate on the day of your oath ceremony.

The officer, if he was unaware of your pending I-751, will convert the the interview to a combo and takeover your I-751 case.
